During the morning session of the on going Tibetan parliament sessions in Dharamshala, the members of the parliament approved Sikyong Lobsang Sangay’s minister nomination, Kashag secretary Topgyal Tsering. The new cabinet member is presumably expected to take the charge of Department of Information and International Relations.
Topgyal Tsering’s nomination when proposed by Sikyong Lobsang Sangay could not be appointed unanimously when MP Dawa Phunkyi raised objection to the appointed. However, following the voting carried out in the parliament, Topgyal Tsering’s nomination was approved by a majority vote with 21 Yes, 18 Nos, 2 blank votes and 1 null.
Topgyal was born in 1955 at Latoe Zongkha in western Tibet and he is presently serving as the secretary of Kashag, Central Tibetan Administration in Dharamshala. His has been serving the Central Tibetan Administration for more than 40 years.
He was appointed the Additional Secretary of the department of education in 2007. In 2013, promoted to the post of secretary on 8 February 2013 and has served as the education secretary till his appointment as Kashag Secretary in 2016.
