Sikyong Sangay Says His Cabinet Will Stay in Power If Parliament Fails to Appoint New Justice Commissioner

The President of Central Tibetan Administration, Lobsang Sangay in a public briefing said that his cabinet will stay in power if parliament fails to appoint the new Tibetan supreme justice commissioner. In a short appeal to the public, Sikyong Sangay explains the possible situations at the democratic set up, the Tibetan government in exile in Dharamshala.

Sikyong Lobsang Sangay while speaking through the office channel of Tibetan government in exile, Tibet TV on Friday said that he hopes the Tibetan parliament in exile could appoint the new Supreme Justice Commissioner and two other justice commissioners so that the new Sikyong elected by Tibetans in exile can take oath for his office in time by the end of May this year.

Tibetan Parliament in Exile during their last session in March impeached the Supreme Justice Commissioner and the other two justice commissioners through a single proceeding. This move received strong backlash from the general public as it was deemed unconstitutional. Following much debate in the public and other important personalities like former head of Tibetan government in Exile, Prof. Samdhong Rinpoche, the speaker of TPiE and another MP, resigned from their office as a mark of acceptance of their mistake.

However, at a time when the incumbent cabinet led by Sikyong Lobsang Sangay and the 16th Parliament are set to complete their terms, there is not justice commissioners at the Tibetan Supreme Justice Commission, the third pillar of Tibetan democracy. This causes a serious problem as the new President or Sikyong and the new Speaker needs to take their oath from the Justice Commissioners to take charge of their offices.

While the general elections have been completed on April 11, the winners of the Sikyong and Parliament elections are clear despite the official declaration of the results are set for May 16. TPiE has also announced a to hold a special session of one day on May 20 and if the session could be held, they will make the decision whether to appoint the candidates for the Justice posts nominated by the Committee.

Sikyong Sangay explained that the committee comprises of equal members from all three provinces of Tibet and urged the public to refrain from speaking about the impeachment of the last justice commissioners for the greater good of the community. He stressed that people should hope that the parliament be held as planned and successfully appoint the new justice commissioners. In any other situation, his cabinet could stay in power beyond the end of their terms.
