India Arrests Suspected Chinese Spy from Tibetan Refugee Camp

Indian police arrested a Chinese woman disguised as a Tibetan Buddhism practitioner from a Tibetan refugee camp in New Delhi, last week.

Cai Ruo, a native of China’s Hainan province, disguised as Dolma Lama of Nepali nationality, a Tibetan Buddhist nun, wearing Tibetan Buddhist robes, and shaven hair, living in one of the most hustling Tibetan refugee camps in India, Manju ka Tilla in New Delhi, was nabbed by Special Cell of Delhi Police on suspicion of spying for China.

The police have informed the news agencies that they have arrested the suspect based on intel of her involvement in anti-India activities. The woman was also living in the country illegally. According to the updates from the ongoing investigation, the suspect visited India several times as a Chinese national beginning in 2019.

The Chinese government has been actively planting agents into the exiled Tibetan community. In the past several years, several such spies were uncovered by the intelligence officials of India. These activities are particularly targeting the Tibetan refugees on certain matters like the issue of the reincarnation of Tibetan spiritual leader His Holiness the Dalai Lama, political unrest within the community, etc.

Ruo has been even visiting several monasteries in Dharamshala, the residence of the Dalai Lama and the seat of the Tibetan government in exile. She is also fluent in English, Nepali and Mandarin. She has been booked under various sections of the Indian penal code and the Foreigners act. She is currently under 14 days of judicial custody while her case is being investigated.
